Q.  Cheryl asked:  What other cities have used land value taxation? Does Indpls rank 6th in the nation or the state of Indiana?
 
A. Harrisburg and Pittsburgh in Pennsylvania are the largest cities in the U.S. to have used land value taxation. Several smaller communities in the Pittsburgh area have also. The Federal Reserve Bank in St. Louis published a study of the effects of LVT in Pittsburgh that is very informative. Arden, Delaware was organized as a single (land value) tax community. Arden has even refunded the amount of taxes its residents have paid to the county out of the LVT revenue.
     LVT is used in communities in western Canada, Denmark, Australia (including Sydney), New Zealand, Hong Kong, and Taiwan.

 

    Regarding the Washington D.C. Tax Burden Comparison; the study included the largest city in each state. Of those cities, Indianapolis ranked 6th overall. Indianapolis had the highest property tax of the cities included in the study. The most recent data is from 2006. Given the 2007 property tax increases and the 2008 sales tax increase, Indianapolis is certainly on the way to becoming number one overall.
